 Annotations in plain text format

I find that when the incoming email is of plain text format, there will be no
annotation marked before any comments that is added inside incoming text.

If I forward this email to myself again, and set it to Rich text format before
sending, annotations are back.

Does anyone know how to add annotation before comments when the incoming email is
plain text?

You can change the message to rich-text without forwarding: Edit | Edit
Message, then Format | Rich Text. But you can't get the annotations in a
plain text message.
