 Error. "530 5.7.1 Relaying not allowed"

I've been having problems setting up an account in
Outlook XP. Whenever I try to send an e-mail it gives me
a return delivery error from the sys admin of my pop
access. I have contacted them and am currently waiting
for a response. "Internal" (i.e. same domain) e-mails
work fine.

Your message did not reach some or all of the intended
recipients.
      Subject:             test
      Sent:                 6/9/2003 10:07 AM
The following recipient(s) could not be reached:
      Aaron Zabell on 6/9/2003 10:07 AM

How do I fix this problem?

 Error. "530 5.7.1 Relaying not allowed"
Are you trying to use one account to send through the second's ISP?

For example, sending a mail from ATTBI through an Earthlink connection?  You
may need to set up authentication - it is on the Server tab of your mail
account property page.
