 tasks not being able to be assigned

I am using Outlook 2000 on an Exchange 2000 server. Some of my users get an error
anytime they try to assign a task or try to accept(or decline) a task from
another person. The error says "you do not have permission to assign tasks to the
person" or " you do not have have send on behalf permission" i have given the
users various permissions and that is not helping. i will really appreciate any
help from anyone on this issue.

I am experiencing the same thing.  The error message I get all the time is
"You do not have the permission to send the message on behalf of the
specified user."  I have tried using the Delegates option but so far nothing
has worked.
