In Office 2K I can save an Excel workbook as html so it can be accessed as a
web page and all the worksheets are accessible.

Is there a way to set the link/URL directly to the second worksheet of a
workbook? I have tried a number of things none of which work.

IIRC, only the first sheet of multi-sheet workbooks get converted, and all
others are simply deleted.  The workaround is to move your other sheets to
ranges below or to the right of the used range on your first sheet.
