Small caps format doesn't apply to caps?

 Small caps format doesn't apply to caps?

I have a user who is applying a small caps format to some
words in a document. Her (and my) recollection is that
this formatting works for any text, whether it is
initially typed as caps or lower case. However, it seems
that it now only applies to characters typed in lower
case; if one applies this format to upper case letters, no
change to the format is made.

Is this true? Did this format formerly apply to all
characters, regardless of initial form?

This is the correct action. You can select the text and use ChangeCase
(Shift + F3) to change the All Caps to all small, all caps or case acps.
Then apply the SmallCaps attribute.

 Small caps format doesn't apply to caps?
Small caps apply only to lowercase. Caps remain caps. If you want All Small
Caps instead of the usual Caps and Small Caps, then you need to start with
everything lowercase.
