You will probably want to create an AutoNew macro that includes the line

Dialogs(wdDialogFileSummaryInfo).Show

We are implementing a simple document management system. I would like my
users to be prompted with the document properties dialog on new documents
based on my doc template.

I've tried using the macro recorder for a hint but it seems to ignore any
activity within the dialog. It even ignores the activity of opening the
dialog (which is all I really want).

Anyone know how to do this?

You can set the user options to prompt for document properties on saving a
new document.
