 Line break and justified alignment

In Word 2000:

If I have a short line of text with justified alignment and I create a line
break at the end of the line (i.e. shift + enter), why does Word space out
my text so it "occupies" the whole entire line distance?

Because you've told it the line is "full." You can get around this by
pressing Tab before Shift+Enter. Alternatively, you can check the
Compatibility Option for "Don't expand character spaces for line ending in
Shift-Return."
