 Sending voice to voice modem

I have reviewed AT commands and know how to answer modem in voice mode and
prepare modem to "Voice Send" mode. Without using TAPI, how do I send
"sound" from a sound file to the modem so the person on the other side of
the phone line can hear it. Simply "copying the sound file to the com port"
does not work.
