Excel 97 - 'Unable to record macro' problem

When I try to record a macro in Excel 97 I get the error message
'Unable to record'.

Microsoft Knowledge Base under Article  ID: Q105416 acknowledges that
this error message is displayed if you enter more than 255 characters
into a cell in Excel 97 and then try to record a macro.

My problem is that I am not able to record any macros.  Even entering
just a few characters into a cell in a new worksheet brings up the
'Unable to Record' error message.  I have tried reinstalling Excel 97
but the problem persists.

Am I missing something obvious here?

I don't know about Excel 97 (yet!) but in earlier versions Workbook
Protection (NOT WorkSHEET) protection would cause the same error.  Does
this fix the problem?

I now think that it is a registry problem because when I try to
reinstall Office97 I get the error message 'vbe.dll was unable to
register itself in the system registry.'   There is some info about
this in the MS Knowledge Base but the workarounds have not
solved the problem.

I think I will end up having to reinstall Windows95. :(
