add-in manager won't load add-ins

 add-in manager won't load add-ins

the add-in manager won't "Add New" from the usual dialog

From Access 2000, from the standard IDE, I do

TOOLS / Add-ins / Add-In Manager

the dialog comes up, I click Add New ...
I browse to "Utility.mda" or "Acwzlib.mde"
It puts this file in the list of available add-ins (as if everything's OK)
I click Close

but it doesn't really load the add-in, or allow me to use it in any way.
when I repeat, the add-in previously selected is no longer in the list.

I'm stumped, and it seems like such a simple thing !

 add-in manager won't load add-ins
no I'm on NT4, so the mda file is in

C:\WINNT\Profiles\cfitz.000\Application Data\Microsoft\Addins
utility.mda

 add-in manager won't load add-ins
Check if the add-in is in the following path:

C:\WINDOWS\Application Data\Microsoft\Addins
