 Not able to accept assigned task

An am currently using Outlook 2000 c/w.  When I create a
task and assign it to someone else the recipient receives  
the task as the body of the email and not as a task form
where they are able to accept or decline.  

In short the status on the task is "waiting for response
for recipient", but yet the recipient is unable to accept
or decline.  When they open the email it does not open the
task form.

Does this happen because I am using exchange.

 Not able to accept assigned task
Make sure that the task is being sent in RTF format. That is required.
Check the settings for that contact and ensure that send in RTF format
is checked for that email address.
